eg. Delhi mein iss car ka doosre din challan hua hota. In mumbai, nobody cares.

Also pls just answer whether I can register in Navi Mumbai district court without transferring my enrollment or not?
Its not worth the hassle for me to transfer my enrollment, and make a trip to Delhi just for this.
