Lol, dude wasn't even eligible for Registrar. UGC mandates that person who is appointed as Registrar should be a professor under whom atleast 1 person has successfully completed their PhD (Written submission + viva defence). Nobody has completed their PhD under Rangin. However, being the domineering blue eyed boy of the intransigent VC, she was pleased the relax this guideline for him and accordingly published advert for Registrar's post with the diluted required qualifications.
UGC provides guidelines and not rules. They also have in built exceptions. You should really learn more about these things before commenting, not that I care about this fellow whom you spoke of.
