Record productivity this Parliamentary Budget Session II: 17 bills passed

Budget Session 2016 closed today, with Rajya Sabha adjourning sine die. Lok Sabha adjourned sine die previously on 11 May, 2016.

Productivity for Lok Sabha stands at 121% while Rajya Sabha’s productivity stands at 91%.

Productivity in this session has been the second highest for Lok Sabha. Rajya Sabha has been more productive in this session as compared to the past two sessions, 51% in Winter Session 2015 and 9% in Monsoon Session 2015.

Question hour at the end of the Session functioned for 93 % of its scheduled time in Lok Sabha and 72% of its scheduled time in Rajya Sabha. 

Some highlights from the Session:

·         Highest number of Questions answered orally in Lok Sabha in 15 years

·         Only 1% of demand for grants of ministries were discussed in Lok Sabha

·         Rajya Sabha passed five Bills and Lok Sabha passed one Bill without debate

·         Highest percentage of Bills introduced and passed within same session in 10 years

9 bills were introduced and 17 bills were passed by both houses during the Session.

Eight Bills (except for those replacing ordinances and finance or appropriation bills) were introduced this session, of which six (75%) were passed by at least one House.

The Enforcement of Security Interest and Recovery of Debts Laws and Miscellaneous Provisions (Amendment) Bill, 2016 and the Companies (Amendment) Bill, 2016 were referred to committees.

12 of the 17 Bills which were passed were not referred to any Parliamentary Standing or Select Committee.
