They provide a lot of insight into the intent of the legislature and reasons, pros and cons behind particular sections and regulations. A bit like SEBI's consultation papers.
eparllib something - there’s a government website you can google it. They have date wise transcripts / but you’ll have to figure out when the discussion you’re interested in happened.
