Good journals to publish - depends on your area of research.
As to the second question: if you are a student or at the beginning of your career, name of the journal would matter more as it would get you the attention for further growth. Otherwise, quality of work, obviously.
Do most recruiters actually know which journals are good or leading or not? Some partners in law firms might be journal geeks, but arguably some quantity over quality might also be an effective approach sometimes, as long as the journals do not have really dodgy names?
Nobody reads these articles. They are virtue signalling devices. You are not Cass Sunstein, so don't worry. Publish in anything with a fancy name of National Law School, etc.
