That is definitely not true (at least not at all firms). However, it can take a bit of legwork and networking to change practice areas: you need to be able to tell a good story of why and also show why it would be valuable to the firm. And try to be positive, rather than just saying "I hate where I work right now", talk about 'passion' and demonstrate that you've done some research into the area you want to join.
