Well all of that is fine, but there is no argument for not introducing "creamy layer" exclusions in SC reservations, as they do for OBC reservations. The state policy goals of "mobility", "backwardness-reduction", and "representation" are equally achieved even if the children of privileged SCs are excluded to the benefit of non-privileged SCs. So, that facet of OPs complaint persists, "why should the taxpayers pay for an SC IAS officer's kid's foreign lallum?, and even if it is decided that the state will pay for foreign lallum, then it should be on merit".
The day people of upper caste stop practicing untouchability. The day you allow family members to marry someone from these communities without threatening to kill or ostracise them.. The day you stop asking your maid to eat from a steel plate. The day you afford them the same dignity you give to your own.. That is the day we can get rid of reservations. You are the reason why reservations are around. Fix yourselves and stop acting like you're the victim.
Shameful that taxpayer's money is being used for such a scheme. If you want to waste taxpayer's money at least waste it in India, not abroad. However, one good decision that the Modi government has taken is that they have recently stopped people from using the scholarship to do woke humanities and social science degrees on caste and politics in India (see below). I feel the government should exclude humanities and social science degrees entirely from this scheme. It should be reserved only for STEM and business management courses. As far as law is concerned, only commercial law courses should be allowed.
Cause it makes us look good when the world tries to point to the caste problem as a form of apartheid (which is what it is). The Government of India pushes these scholarships out to increase the diversity in caste among the International Indian Student Community (which is UC as hell).
It's also useful cause you can invite them on token Ambedkar and Constitution Day celebrations we have at our High Commission and Embassies abroad.
Think of it as an inter-departmental oriented PR exercise. A few scholarships ensures that India is prevented from being subject international scrutiny. So, you know. It can continue to be an apartheid state.

I have some basic critiques of this scheme:
1. This is unconstitutional. Nothing in the constitution mandates reservation for overseas studies.
2. Children of SC/ST IAS officers are already privileged. Why should they be entitled to it over general category students from poor categories?
3. Why can't scholarships be awarded to studies in our own colleges?
You are the reason why reservations are around. Fix yourselves and stop acting like you're the victim.

1. Reservation in universities
2. Reservation in govt jobs, including elite UPSC services
3. Scholarships for studying abroad
4. Reservation in certain parliamentary seats
It's time we put a stop to this. You can have reservation in jobs or education but not both.
