I think it depends on your law school recruitment and placement cell policy-you will be given a certain x number of days in which you have to accept or reject offers and excerise your choice of preference (if multiple offers). For PPO im not so sure
1. You can't have Laddu in both hands
2. Bird in hand is better than two in bush
3. I know you are talented but seats are limited.
4. Chalo let's say you crack UPSC then there is high chance you may not be top 100 Are you fine working as IRS , IRTS , IFS (Revenue services, Railway Traffic , Forest Services). Even if you become IAS you may not be a District Collector always. Do ground research first.
5. You need minimum 1 year to cover syllabus of those 2 exams + 1 year of exam process (Pre, Mains , Interview) = minimum 2 years.
6. Not discouraging you - Showing you ground reality.
