Which city is more polluted? Which government is doing more to check pollution?

Mumbai seems to have comparatively better AQI but that's probably because it's isn't landlocked like Delhi. Both cities have bad traffic and idiots on the road but you're from Bangalore and might be used to it.
Also, stubble burning does lead to more pollution in Delhi during the winter months.
