Conclusion: To emulate IISc, NLUs need top notch research faculty. People who win international prizes, advise governments etc. Plus, excellent PhD students.

Out of the current NLUs, only NLSIU stands a chance, since Sudhir has got alumni to enrol for PhDs and hired faculty with impressive qualifications. The challenge is to harness these energies and produce top-class research with an international impact.
In order to do that, the student teacher ratio needs to improve a lot, together with ensuring that faculty are not drawn into meaningless admin stuff like they are made to do in most NLUs. Talent is there for research even now, but opportunities are meagre. In no foreign university is a tenured faculty expected to take classes more than 5-6 hours a week. In most NLUs, that number is at least 10-12, often upto 15. Other than a few NLUs like NLSIU for example, the quality and competence of the non-teaching staff are pathetic too. Which means that the faculty also have to share most of the admin burden. One can't have it both ways. NLUs need funding and freedom from archaic UGC and government norms when it comes to recruitment in both teaching and non teaching positions.
