Exclusive: NLU Orissa (NLUO) Cuttack has whittled down the final shortlist of candidates from which it will select the university’s next vice-chancellor (VC), two months after outgoing VC Chandra Krishnamurthy resigned.
According to sources close to the process, the shortlisted candidates are: Banaras Hindu University professor Prof DP Verma, Delhi University’s Faculty of Law dean Prof Gurdip Singh and the head of department Dr BK Raina, Prof V Nagaraj, who is NLSIU Bangalore's registrar, and NLSIU professor Prof Dr TV Subba Rao.
The names were forwarded to the High Court of Orissa on 25 February by the three-member VC search committee, which was appointed on 3 February.
The search committee consisted of NLSIU VC Prof R Venkata Rao, Orissa high court judge I Mohanty, and the Bar Council of India’s Andhra Pradesh member Ramchander Rao N. It is understood that they settled on the five candidates after “interactive sessions” with each of them on 24 February.
Mustafa had resigned as VC of the university in March 2012 to head up Nalsar Hyderabad. Krishnamurthy, who was appointed to the NLUO VC post in May 2012, resigned in December to head up Pondicherry University.
During her eight-month long stint at NLUO, she scrapped the joint LLM-PhD program of three years that was pioneered by Mustafa at the university.
After Krishnamurthy’s resignation, the process for nominating a search committee to select the new NLUO VC was in limbo for over a month.

Meanwhile, RMLNLU Lucknow remains without a vice-chancellor, two months after outgoing VC Balraj Chauhan’s tenure at the law school ended.
The university had formed a search committee in December, and acting vice-chancellor, registrar Anita Mishra told Legally India that the final shortlist for the next VC was forwarded to the Uttar Pradesh government by the end of December.

II. Nominated Members
(i) one Judge of the High Court of Judicature at Allahabad nominated by the Chief Justice of the said High Court;
(ii) two Members of the Lok Sabha from Uttar Pradesh, one of whom shall be from the ruling party and another from the opposition party, to be nominated by the Speaker of the Lok Sabha;
(iii) two members of Uttar Pradesh Legislative Assembly one of whom shall be from the ruling party and another from the opposition party, to be nominated by the Speaker of the Legislative Assembly;
(iv) a Vice-Chancellor of a University of Uttar Pradesh to be nominated by the State Government;
(v) one nominee of the Bar Council of India from amongst its members;
(vi) five eminent persons in the field of law to be nominated by the State Government.
The Chief Minister of Uttar Pradesh shall be the Chairman of the General Council
The composition is a big problem, so many post holders, so much Political Interference.
NOW, let us look at the composition of Search Committee for VC ,
(i) One person to be nominated by the Visitor.
(ii) One person to be nominated by the Chairman of General Council.
(iii) One person to be nominated by the State Government.
It is clear from composition of the Search Committee itself, that out of 3 members of search committee atleast 2 will be nominated by the Govt. of UP (CM as chairman of GC and the State Govt. ). So the person whom the Govt. wants will become VC, making the whole exercise of Selection of VC redundant.
The Govt should directly appoint VC suo moto, there is no need for such an time taking exercise, but is this the right way?
The Search Committee should be free and independent from politcal persons. There is a need to give more autonomy to RMLNLU and an amendment in RMLNLU Act is neccesary.
Akhilesh bhaiya you need to ease up and make provisions for autonomy to RMLNLU.
